Partners Cris Carter and Jeff Davis created EIGHTEENSIXTY3 Risk Management Services, LLC in the spring of 2023 after purchasing AXIA Risk Management Services, LLC.
With the goal of creating much more than a traditional insurance brokerage, Cris and Jeff are building a specialized risk management services company, offering traditional insurance broking as well as tailored risk management products and services.

Cris Carter is Chairman of CB Tech, an international managed services company specializing in facilities maintenance. Success has been a part of Cris’ DNA since his collegiate football days and HOF professional football career. Cris is a member of the Pro Football Hall of Fame and the NFL’s All-Decade Team of the 1990s. An Ohio native, Carter attended The Ohio State University where he studied communications and was a first-team AllAmerican and two-time All-Big Ten performer.
He has been recognized for his work with innercity youth, receiving the Walter Payton NFL Man of the Year Award in 1999. He also serves as a mentor in President Barack Obama’s “My Brother’s Keeper”.
Jeff Davis

Jeff Davis is president and chief executive officer of CB Tech. Jeff is a former board member and chairperson of several committees with the South-Central Ohio Minority Supplier Development Council (SCOMSDC). Jeff is a member of the Ohio Minority Supplier Development Council’s Finance Committee.
Jeff continues his active participation supplier diversity and inclusion advocacy with the Ohio Minority Supplier Development Council, MBEIC Committee, and NMSDC. A native of Ohio, Jeff earned his B.A. from the University of Miami. He is also a combat veteran of the United States Army Airborne Ranger. Jeff has six children and six grandchildren. Jeff enjoys golf, fishing, travel, and all water sports.
DAVID M STEWART
SENIOR ACCOUNT EXECUTIVE, Eighteensixty3
David M. Stewart is an seasoned commercial insurance broker who has worked in the industry for 37 years, gaining experience in the areas of sales, marketing, and account management with the some of the world’s largest brokers. After graduating from UCLA, he joined Wausau Insurance Company in San Francisco, and the rest is history. He is a passionate advocate of the industry, especially toward those unfamiliar with its many career opportunities. Outside of the office, David enjoys golf, tennis and pursuing family adventures throughout his native California.
